President William Ruto has defended the Beyond 2030 national conversation, asserting that it fulfills the constitutional requirement for public participation in the creation of national policies and development plans.
Constitutional Basis for Public Participation
During the launch of the national dialogue at the Kenyatta International Convention Centre (KICC) in Nairobi, Ruto explained that the 2010 Constitution mandates the participation of citizens in governance processes. He emphasized the importance of this constitutional requirement, stating that it is not merely a request but a mandatory obligation for government and citizens alike.
"It is important that we engage in this conversation in the context of a new constitution, a new constitution that does not request us to consult the people, no. It is mandatory," he said, highlighting the legal framework supporting citizen engagement in national affairs.
This stance underlines the government’s commitment to transparent and participatory policymaking, reinforcing the constitutional principle that public involvement is essential to national development and governance.
