The Directorate of Criminal Investigations (DCI) has announced that it will officially launch the Multi-Biometric Identification System (MBIS)-Automated Biometric Identification System (ABIS) Version 5 on July 20, 2026, in a major step aimed at improving the processing of Police Clearance Certificates, commonly known as Certificates of Good Conduct.
According to the agency, the new platform has been designed to enhance the speed and accuracy of biometric identification, enabling faster verification of applicants while reducing waiting periods for the issuance of the certificate.
The rollout is part of the government's continued efforts to modernize public service delivery through the adoption of advanced digital technologies.
Improving Service Delivery
The DCI says the upgraded biometric system will significantly improve the efficiency of processing applications by using more advanced fingerprint and biometric matching technology.
The current system processes thousands of applications every month from Kenyans seeking Certificates of Good Conduct for employment, higher education, business opportunities, immigration, visa applications, and other official purposes. The introduction of MBIS-ABIS Version 5 is expected to streamline these services by minimizing processing delays and improving overall operational efficiency.
The agency noted that the new platform will strengthen the reliability of biometric verification while ensuring that applicants receive services within shorter timelines.
Importance of the Certificate of Good Conduct
A Certificate of Good Conduct is an official document issued by the Directorate of Criminal Investigations after confirming whether an individual has a criminal record.
The certificate is among the most commonly requested government documents in Kenya and is often required by employers, government institutions, universities, foreign embassies, and international organizations during recruitment and application processes.
By reducing waiting times, the DCI expects more efficient access to the document, benefiting both applicants and institutions that rely on timely verification.
Part of Kenya's Digital Transformation
The launch of MBIS-ABIS Version 5 aligns with the government's broader digital transformation agenda, which seeks to improve efficiency, transparency, and accessibility across public institutions.
The DCI has encouraged applicants planning to seek Police Clearance Certificates after July 20 to familiarize themselves with the new system as it begins operations.
Officials believe the upgraded technology will enhance service delivery while maintaining the integrity and security of the country's criminal records database.
