FORMER KMPDC EMPLOYEE ARRESTED OVER SHA FUNDS FRAUD.

Former employee of the Kenya Medical Practitioners and Dentists Council (KMPDC), Harun Liluma, has been arrested by detectives from the Directorate of Criminal Investigations (DCI) in connection with alleged fraudulent activities affecting the Social Health Authority (SHA). Harun, who was interdicted from KMPDC prior to his arrest, is set to be arraigned at the Milimani Law Courts on Friday. He faces charges including conspiracy to defraud, abuse of office, unauthorized access to computer systems, and computer fraud. The charges were approved by the Office of the Director of Public Prosecutions (ODPP) following a detailed investigation by the DCI. Prosecutors allege that Liluma used his position at KMPDC to facilitate irregular registrations and payments to multiple health facilities, enabling them to claim funds from the SHA under false pretences.

The arrest forms part of a broader crackdown in which the ODPP has approved charges against several hospital owners, directors, and regulatory officials over alleged fraudulent registration and payment claims involving SHA. Investigations conducted between January 28 and February 24 revealed illegal enrollment of health institutions, operation without licenses, and acquisition of public funds through deceit.

Among the individuals set to face prosecution are directors of Danaba Care Hospital, Adfaal Kids Care Medical Centre, Kamishawa Medical Centre, and proprietors of Kaafi Nursing Home, Mama Nerbeel Nursing Home, Alati Nursing Home, Julun Nursing Home, and Dimtu Nursing Home Limited. The charges range from conspiracy to defraud, operating unlicensed facilities, obtaining money by false pretences, and acquisition of proceeds of crime.

The DCI and ODPP have emphasised that these actions aim to protect public funds and ensure that members of the public are not defrauded by unscrupulous operators in the health sector.
